We already decide to use the subtitle.
I agree with your idea of explaination of his situation.
as i am processing my version of the treatment, i suggest that at the begining, on black background, we have an introduction in words "My name is Cheng....." and then the protagonist's voice "where am I?" meaning he is lost in the big city and he does not sure what to do in his future journey.

all these happen on black screen, then fade in to the first scene.

this is my idea.

I am not worrying about the actor's accent, because we have one scene with his own voice. the audience will hear his voice anyway.

ok, these are suggestions, depends on your desicion.
